Make demand on client optional

Add a serverside "demand on client" setting. When disabled, players without the mod will still be allowed to join and won't have damage direction information sent to them. This would allow adding the mod to servers so people with the client mod can have working damage tilt, without locking out players that don't have it/don't care.
