radar simulation by prebaking the RCS as a normal on a sphere based on the view vector #14

Description

bake the radar cross section of an object at a given view vector, to the normal on a sphere, at that vector. by measuring that normal of the RCS object along the same viewing vector of the vehicle model, you can get the pre-baked RCS of the model.

By having different payloads have their own RCS prebake, even different external stores can be calculated this way, while remaining significantly more performant than ray-casting on the fly to get RCS.

modelling of radar effects like scintillation, atmospheric effects, RCS, etc.

an important note, emulation not simulation. we want the same correct result, but faster. it doesnt have to be 100% perfect, just 95% perfect if it runs 300x faster. if running the real deal calculations is going to be fine on performance, we do it, but if running an extremely good approximation, or an alternate way of arriving at the exact same answer will save significantly on performance, this is worth doing.
Possibly, later on, offer a simulation/emulation tickbox for radar, for those that dont mind loosing half their frames to radar simulation. radar overhead is BAD, and should be optimized.
