Offline generation of metadata documentation pages

It is very inconvenient to need a service to be running only to read its metadata page. Similar to the offline proxy generation this metadata page should be accessible offline. Also, support JSDoc generation for the metadata pages, to get more consistent documentation look and feel for projects using JSDoc for documentation internally?
