New File Tabs Should Show to the Left #222

When a new file tab is opened it should show up within the file tabs at the top. Currently, when the tabs start to overflow the new file is just appended on the end. What ends up happening is you can't see your currently active file.
Might have to work on this issue in concert with making it easier to scroll through file tabs. If the tabs are already partially scrolled should it appear within that current scrollpane?
