Update supplemental data

This issue is meant to track changes to data used to process and validate PUF data and PUF-CPS matching logic. It seems that many year-specific .csv files need to be manually replaced from 2011 data to 2015 data to make sure the PUF is being fit to the correct values. As of starting this issue, out-of-date supplemental data is not hindering the actual creation of the matched PUF, although it may very well be producing incorrect results.

For running updatecbo.py I had to conda install openpyxl:
