Resolve Pension Contribution methodology #2
Description
As part of PUF statistical matching, targets from the IRS are used to estimate pension contributions for different "cells" of age/income bins. These targets need to be updated, and the script itself needs to be manually tweaked to make sure the pension contribution imputation algorithm is achieving its objective. The code in taxdata/pud/impute_pencon.py has comments explaining some of the methodology, but it is still a little hazy what the script is trying to accomplish.
Another complicating issue is that, as of the date of creating this issue, the pension imputation code has been altered in the main taxdata repo.
