Team Managers Do Not See Project Management Links

I created a custom role "Team Managers" with the following permissions for testing

• ALL_ALL_MEMBER
• ALL_ALL_TOOL

These users are never shown a link to /project/manage. If they go directly they are denied access because they do not have the minimum permissions, and so they have no trail into /project/manage/collaborators.

However, they can access /project/manage/collaborators directly.

This is because /project/manage is intentionally strict to even access it. It will morph to accommodate project options and things in the future, this is a wontfix for now.
