TomTom QPS is not working as intended

Looks like our QPS filter/retry part for TomTom is not working as intended as you can see here. Looks like we have some new header or something

I've tried #546 in production but it didn't fix the problem.
We'll try now with #548

Those errors ServiceException: Unknown response 403: <h1>Developer Over Qps</h1> have stopped since #548 was deployed (while theassociated warnings have kept occurring), so I assume the problem is solved.

Can we close this now?
