Bug Report: "Disable Tax" and "Disable Shipping" don't work

We have a product on a CartThrob store with Disable Tax and Disable Shipping both enabled, however, neither of these options appear to be read or apply proper modification to the shopping cart.

CT- 8.2

We think this may be an issue across many past versions.
