Description
From the NSC Suggestions Forum:
New civilian ship class, roughly comparable to Frigate or Cruiser class in size, would heal armies when troopships/planets are in vicinity, and can also reduce devastation/limited amount of pop loss over time. Could have space for only one small weapons slot, but armour/shield capacity comparable to Cruiser/Battleship to protect the vulnerable civilian workers and patients if attacked in transit/supporting a planet under siege.
Not sure if this is redundant if army health resets immediately after battle, but thought this could also be useful for boosting planets, which could be done by any of the following; Healing planets post invasion by reducing Devastation over time and reviving random amount of Defense Army and civilian pops lost (up to a cap of 40%), it could confer the same benefits as tier 1 Gene Clinic/other "hospital" buildings stacking with their effects, buff "Chemical Bliss" effects on relevant species in vicinity when said Species Right is active, and could even add 1 Society research for every ship active in space. Let me know if this is pointless or unfeasible as I'm getting used to the game still, just wanted to add some extra flavour but if there's some utility to be found with them then go ham with your tweaks to this concept!

Going further on this suggestion: civilian ships in general.
Ambasador ships that boost opinion of the planet owner they are orbitting. Industrial ships boosting mineral, food, energy, alloys outputs. Propaganda ships boosting stability and unity. Plenty of ideas

I doubt we’d add all of that as separate classes, but maybe a generic Civilian ship with different modules for different roles

Honestly didnt even know if half of it was even possible. But yeah that would work. Similar to cruiser or titan auras, switch modules to get the type you want

I can think of quite a couple ideas for this
An Emergency Response Ship. Gives (temporary?) population growth bonus and devastation removal speed bonus.
Civilian Interplanetary Transport. Boosts immigration push/pull for the planet its orbiting. Also possibly resettlement chance.
As for research and hull, i'd say probably destroyer or cruiser sized. Limited defense and (nearly) no offense. Maybe 1 pd slot or something at most. Maybe more defenses for the emergency ship
Captain's Notes: This concept may work better as an addition to Explorers rather than a new ship class, and probably be easier to implement. This will also help keep Explorers relevant throughout the game.
