Remove Engineering Tech File Overwrite #104
Description
I want to see if we can remove our overwrite of the vanilla Engineering tech file using other methods. The only reason we overwrite it now is to make sure that Battlecruiser tech appears before Battleship, but I believe we can accomplish the same thing without the overwrite.
