[Draft] Implement certificate search and display for Course Registration System

Draft issue for implementing a comprehensive certificate generation, search, and display system in the Course Registration System frontend. The feature should allow users to search for and view digital certificates for courses they have completed. Requirements and target user stories to be refined.
