Meeting Attendance Administration

It is necessary that an admin, possibly also department heads or directors, be able to modify meeting attendance from Signin. People who missed their chance to sign in, or who couldn't log in, or, as happened in September, no meeting had been created, need to be credited with attendance. It should not be necessary to do database trickery or however we currently hack this to do this.

With the October meeting looming, and knowing people will be complaining about never having gotten credit for September, we need to move forward with this sooner rather than later.
