Handle Preserve failure messages #656
Description
Currently, Preserve is sending a notification to CDS-RDM when the preservation was successful.
Recently, on Preserve we found some broken records that cannot be preserved.
Using the invenio-preservation-sync module a FAILED preservation can also be sent to CDS-RDM with some description, but we should design/setup a workflow to see these failures (mail report? cronjob report? admin panel?)

We haven't processed all of the content so we cannot say for sure how many will there be.
