Refactoring of the regulations

Currently, it is often unclear which rule/piece of information is contained in which part of the regulations, and some of them are mentioned in several places. Below, I present an initial proposal for how the regulations could be restructured in a way that will hopefully make them more meaningful and clearer. Sections 1 to 5 are largely just rearrangements, but with the same content. Section 6 requires a few more changes.

split the layout definition from the behavior description

With Commit fcba5bb I have pushed a first version of the Section §6.2 Road layout.

Information that describes the layout of the road/elements is moved from the 3 events sections (6.3, 6.4 and 6.5) into this new section. The information that is contained in 6.2 is commented out in the other Sections. It still needs some work to do to polish it up as well as correctly link the images from the appendix.
