Fix release badge versions in docs and README

In the release version of the docs and README, we should stop using a backend badge as a proxy for the overall release, and use the actual release in the main `carta` repo.

In the dev version of the docs and README, this badge should be commented out (this is supported both in ReST and in GitHub's markdown).
