CAF_12042 - Data Processing Service CreateRule - positive tests

Verify that the CreateRule service calls works as expected

Test Steps

Using the Data Processing service perform an CreateRule call, entering valid information and then check the Policy Workflow database

Expected Result

The CreateRule call returns the expected results and the database is updated with the new Rule
