Version info for flexpart-cosmo-icon needs update

The version info in [package.py](https://github.com/C2SM/spack-c2sm/blob/5e82cc61e0d22e936d996d8cdf4452c46c0e99b1/repos/c2sm/packages/flexpart-cosmo-icon/package.py#L18) is outdated. Current version tag is 4.1.0.
