Failed to start JVM

All I get when I start mediator is a pause of about 5 seconds then 'Failed to start jvm'. 

I'm running jre8 and jdk-11.0.16.1. I have other java apps that run ok. I can't see any specific jvm requirements in the readme,,,,

Any steps to get me up and running would be appreciated.
