Damage permissions not staying permanent on dedicated server

I have tried everything, manually putting them into the garrysmod/data/acf/permissions/ folder and even the garrysmod/data/xcf/permissions/ which supposedly no longer works and yet when my server changes maps or restarts it will still go back to none as the default protection. I am even selecting the default ingame...
