Latest version of go (1.20) breaks compilation

Testing with the latest version throws an error when using the latest version of go to compile boringssl

@TiffanyLawrence I think this issue needs to get solved during dependency resolution. We should lock in a specific version of Go so we don't get breakages like this.

I confirmed 1.19 still works as expected
