Sync tree when module is updated

Reason

When a module is updated by the auto update core module, it may have added/removed a slash command or otherwise modified the command tree.

Solution

If a change in the tree is detected after modules have been updated, the bot should automatically sync it with discord.

Extra information

Some users may not wish to have commands globally synced, so this should be an option in the settings.
