New English Version is buggy

I just downloaded the new update for the English version and updating The Sims 4 (APPID: 1222670) doesn't give any DLC. Pressing the "Restart Steam" button also crashes the app and closes Steam but does not start it. Looking in the steam config folder, it looks like GUI.dll isn't even being grabbed so the English version doesn't work at all.
