Where can I install vtrace now?

I tried to install all the sulley in Linux following the steps in INSTALL.TXT and when I started to install vtrace in the last step, the link is not available already. I also tried to google it but cannot find it. Could you please help me out? Thanks!

Somehow the link works. Now I have the final problem to install libpcap-dev. I tried:
:~# sudo apt-get install libpcap-dev
But get the following errors:
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Unable to locate package libpcap-dev

So I tried as described in the link:
https://packages.debian.org/sid/all/libpcap-dev/download
I wrote "deb http://ftp.de.debian.org/debian sid main " into "/etc/apt/sources.list" but typing "sudo apt-get install libpcap-dev" in the command line still does not work. I can download the files from that link but then i dont know where to put them. How is it regarded as libpcap-dev is succesfully installed? If I dont have libpcap-dev, how will this influent sulley?

I am quite new to linux. This might sounds a very naive question. Please help me. Thanks!
