Limits Permissions Valid Across Island #241

Describe the solution you'd like.
If possible, a toggleable feature to allow the limits functions to work across an island, meaning any player on the island which has those permissions will apply to the island. For example, a co-owner with a higher hopper limit permission will allow the island to use that permission as its go-to.
This could be a enabled or disabled option, so not everyone has to use it.
Alternatively it could be included with a setting, so you can choose at what island rank permissions will apply. (So CO-OP and such won't apply)
