POI Data Mismatch ERROR and Limit Issues #240

Expected behavior
Hi, there's an issue with the limits addon, i have it set to 4 blast furnaces per island, when a player places the 3rd they get the limit warning but then they are able to place 2 more so 5 in total. I also get this error

A blast furnace was placed in the above location, they also used lava bucket as fuel in the blast furnace although that's probably not relevant to the issue.
Observed/Actual behavior
When the player was placing Blast Furnaces, when they placed the 3rd blast furnace they got a limit warning, then they placed another 2 more blast furnaces totaling 5.
The limit is set to 4 blast furnaces.
Surely a 4 limit means 4, not 5 and should give the warning when trying to place a 5th, not 3rd? None of it makes any sense.
Steps/models to reproduce
Set the blast furnace limit to 4, then place 5 blast furnaces.
See the warning on the 3rd
See you can place 1 to many.
See the data mismatch errors.
