The instructions for loading parcels seems wrong.

Hi there,

Thank for the work you've done here! I'm trying to get it running on my local machine, though, and I'm running into some difficulty. The README says that you need to first load up Bay Area parcels into PostgreSQL, but the script it links to in the bay area urbansim repo is gone. (It exists in the project history, but it's not clear if that should be expected to still work.) Is there a current set of instructions anywhere on how to load the parcels into PostgreSQL?
