Overseer Consul not added in latest update for Horus Heresy volume 2

I went to build my black shields list, but realized there is no option to select the overseer consul under centurion upgrades. I wondered if this was a blackshield specific issue but in a normal legion list there’s no option to select Overseer. 

I don’t know if he was missed accidentally or if he is planned for a later update, I just figured I’d make a report to be safe.
