Deleting user accounts will break reports & projects

Since Reports and Projects belong to Users, if a user were to be deleted, this would break their associated projects & reports. I don't know why anyone would need to delete a user account, since they pretty much get disabled when people stop working here, but it's something that still needs dealt with.

Some options that come to mind:

• Don't provide any way to delete a user
• Add a beforeDelete() check that prevents the delete from proceeding if the user has associated reports or projects
• Add an afterDelete() process that finds associated records and sets their user_id to null, then make sure that the rest of the site can gracefully handle that.
