Consider sending an email-blast when new data becomes available

Srikant has mentioned a few times that it would be nice to allow interested parties to sign up for email/text alerts when new economic data is available.

I'm not sure how widely used such a feature would be, but I'll leave it here for posterity.
(It may also make sense to make it a separate module, if other sites within CBER might also benefit from such a notifications feature.)

Potential Tasks:

• Consider the usefulness of such a feature, implement if it's worth the effort
• DoD: Our many adoring fans can get relevant updates sent to them automatically, if desired.
