SWA deployment fails with token error yet token is correctly configured

i have four SWA's, all configured the same in Github with a 'dev' environment with the SWA APi token configured. only one deployes and ther other three fail. i've spent hours tryng to debug this issue.

I've dumped a token fingerprint from the deploy action and comparedf to what is on the SWA and the token is correct.

This issue started when I renamed my yaml file. Reverting it to the original name generated by github actions fixed it for me.
