promote deployment stacks to beta/GA

Deployment stacks is currently in alpha feature stage waiting for preview support.

Let's consider pushing the feature stage further along once preview support is added. ARM team is committed to releasing what-if support sometime in Fall 2025: Azure/deployment-stacks#80

With deployment stacks enabled, one benefit azd users will obtain immediately is that the ARM deployment history that azd is currently using as "deployment state" would be made more permanent, i.e. not subjected to cleanup limits.

Deployment state is currently used in azd env refresh, azd down to keep track of live resources that were provisioned. Enabling deployment stacks would also replace azd's current "naive" azd down strategy of "deleting resource groups related to the current deployment".

What are any blockers, if any, from pushing towards deployment stacks the default behavior?

It looks like #5388 is still happening -- trivial storage account deletes seem to hang forever.

I think it would be nice to include a portal link to the deployment stack. When running azd down, there can be a discrepancy between # resources to be deleted and what's listed, and having a link to double-check would be helpful:
