mkfs.lustre fails for disks of size 16TB, no FS created #16

Expected Behavior
format fails for disks of 16TB or larger - this failure is not captured so disks are not formatted, then not mounted, and the lustre subsequently it not created
Actual Behavior
No Lustre created. I found the issue by diving through the OST nodes
Steps to Reproduce the Problem
Set Standard_LRS disk size of 16TB
I manually fixed by formatting the disks using:
--mkfsoptions="-E resize=4390772992"
as part of the mkfs.lustre command. The size before, causing the error, was 4290772992 so I just slightly oversized it.
