Update sort order to prioritize certified templates

Update the sort-by bar so that certified templates appear first in the gallery, followed by other templates. This ensures users see the highest-quality, recommended templates at the top of the list.

We currently sort templates alphabetically with the option to sort by new/old. We have almost 300 templates, some are stale or working poorly, we should focus on promoting the templates we can "certify" are high quality with most frequently used scenarios.

• Add certified templates tag and remove popular tag #794 will create the system to mark templates that pass our quality checks

Gallery

• on the main page these templates can be promoted with an icon or a different section, differentiating them from the rest
• in the template details page, we can also offer like-for-like suggestions with "you may also be interested in..." using templates they are more likely to succeed with

CLI

• we should let people know they are going down a path of a non-certified template and give them the options of a few similar certified templates
