Overhauling the contribution process 🎉

• Making it clear to people who want to contribute
• Automating parts of the process
  • Including validating the quality of the templates for option to have "certification," leveraging current AI Gallery check process and/or adding additional requirements
• Keep "awesome-azd" as the superset of templates, we have the option to elevate from here to AI App Gallery + other galleries
