Update README.md generation

The README.md stencil file contains numerous TODOs for links that don't seem to be present in the code model. For preview 1 we could just generate this template and let people manually input those links, but ultimately, we need to understand where these links come from and populate them. It might be that they come from the readme config file as described in #61.

As it happens, these readme files are hand generated for each service. We can still clean up the template to give them a starting point though.
