Launch a getting started with GH Actions for ML repo so that they can easily contribute actions.
This should cover things such documentation, best practices patterns, unit test coverage requirements, supportability, powerBI dashboard integration to understand the uptake of any new action.

Why do the teams not take over responsibility over the Actions that we have developed?

The things that I would expect to appear in this would be a template repo structure, sample documentation and sample usage guidelines, unit test harnesses, and other things necessary for each team to pick it up and run.

Our goal is for this team only to own this repo structure and not the actions themselves.
