add IEM class

I'd like to add a simple IEM class. It should take a number of theoretical channels and arguments for their tuning function, and support 1. generating theoretical response matrix, 2. fitting and inverting weights, 3. aligning responses to a common center, and 4. computing at least one common precision measure (slope)
