Yes, this kind of description is needed. I usually work on the documentation when I don't have the mental capacity (I usually work on the train to- and from-work) to work on the actual software development.
Usually I work with the TODO.txt file. If I see something that bothers me and/or I want to take care of it in the near future I added it to the list at the top of the file (in no particular order) and then just deal with it when I have the time.
