Missing step in deployment readme for WebSite.json

Maybe obvious to experienced devs, but the WebSite.json file must be copied to the build output folder for the artificat to have it included.

The Website.json file is included in the build artifacts whether or not it is set up to Copy to Output Directory. I might be missing what this issue is intending. What else needs to be added to the instructions?
