Provide inline help regarding conditionals

The whole conditionals thing might be confusing for end users. We should provide inline help, so that whenever users selects a conditional we display a short description on how to use this conditional, what arguments it might take, etc. See #46 for discussion

This has been addressed in PR #191 which added a comprehensive "Provider Fields" help tab to the contextual help, along with the existing "Conditionals" help tab that documents how to use conditionals with examples.

The contextual help is accessible via the "Help" button in the top-right corner of the Ad Code Manager admin page.
