Spawns infinite customizer menus

I experienced an infinite spawning (until Chrome crashed) of customizer menus when I tried to preview before activating the theme.

I'll try again with a fresh dev install.

We're about to tag it where it is and begin reworking it so that it works with v2 of the REST API. I'll take a look at what might be causing this as soon as I can.
