Follow "Scientific Python" Specs? #816

Description

@hugobuddel

I just encountered https://scientific-python.org/specs/ . Maybe we can do something useful with that?

E.g. follow their "minimum supported dependencies" spec: https://scientific-python.org/specs/spec-0000/

Just as a guidance perhaps, but maybe also as a shield: "no we don't support numpy 1 and Python 3.11 anymore, because we agreed with the rest of the scientific community to move on".

Speaking of which, do we support πthon already?
