[Tokenomics][Meta] Tokenomics v2

Overview

This is the meta item for tokenomics v2 implementation.
Solution has been discussed on the official Astar forum.

New tokenomics model is mostly tied to the dApp staking v3 implementation & deployment.
To avoid waiting until dApp staking v3 is ready, new tokenomic deployment will be split into 3 phases.

Phase 1 - Fee Adjustment

• rent fee reduction - should have a significant positive impact on WASM smart contract usability
• transaction fee alignment - align fees between native and Ethereum transactions

Phase 2 - Hybrid Inflation Model

• reduce inflation (block reward)
• reduce treasury and collator rewards
• keep staker & dApp rewards the same (will be changed with dApp staking v3)

Phase 3 - New Inflation Model

• dApp staking v3 deployed & new tokenomic model utilized
