The Guava dependency is included and declared provided because it is declared provided in Jackson's Guava type binding. Therefore the Enforcer plugin requires Commons to either declare it as a dependency or continue its declaration as provided - even though Commons itself has no references to Guava. The entire dependency model may be starting to crack and we need to give this some thought. However, at the very least we need to protect ourselves against introducing first-class Guava dependencies since it's so easy to do. It may be possible to do this through Enforcer, but other lower-level means such as Findbugs or Checkstyle can definitely solve it although it may not be pretty.
