Coordination frequency search not functioning.

Description of the bug
When attempting a coordination request, once the information is entered to search for a frequency, I see "Packing request into JSON payload" then "Sending request to web service" appears for a few seconds, and then it stops and returns to the same screen with no results or indication that there were none. This happened once when we were working the bugs out and it was a time-out issue

Steps to reproduce the behavior

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

This is occurring for me. Also, simulated activity wait routine does not advance on Safari unless you keep clicking "Next". It does however function on Chrome, but it goes though the song and dance to then return back to the screen without doing anything.
