spalcfg file takes the prefix of the shellscript name

Currently `.spalcfg` config files prefix themselves with the name of the shellscript that is passed using the `--shellscript` flag. This should fixed so that the prefix is `<package-name>_<version>_all` instead, so that the entire name becomes `<package-name>_<version>_all.<pkgmgr>.<dist>.<comp>.spalcfg`.
