Fix overlays functionality

Currently, when using the repos_index_overlays feature in the configure_repos rule and running the repos_lock.update command will not take into consideration the YAML file passed with the repos_index_overlays. This is a bug in the lock_repos.py file. Along with the repos file, the repos_index_overlays file also needs to be read.
