Current State Still Shows Upgrading #47
Description
Hello, about 2 weeks ago or so I performed critical patches and OS updates on a DB VM from the OCI web console.
The upgrades were successful, but when looking at the logs for turning on the DBs, it shows the current state as "UPGRADING":

- Initiate DB VM startup for TESTOCI
OCI shows the DB System in an Available state.
