Double SAMP auth request when launching TOPCAT from jnlp #9
Description
If TOPCAT is launched manually before, clicking "on" button makes single TOPCAT auth dialog window to appear. If TOPCAT isn't launched, clicking "on" button and then double clicking downloaded jnlp file (in Chrome) results in 2 identical windows asking about permission to join to TOPCAT. Introduced with the last change.
